1.Legal Basis — What Do the Regulations Say?
According to the Waste Management Regulation and the Regulation on the Control of Hazardous Waste, all hazardous waste must be delivered to licensed facilities, regardless of quantity.
However, to simplify compliance for businesses generating small quantities of waste, the Ministry has introduced a special practice:
The exemption for waste shipments under 50 kg.
This application enables simplified declarations through the Integrated Environmental Information System (EÇBS).
However, this exemption does not mean that disposal may be carried out without a license.
2. What Is a Waste Shipment Under 50 kg?
This procedure allows small businesses generating less than 50 kg of hazardous waste per year to send their waste collectively and at a lower cost.
Purpose:
To ensure that every business disposes of its waste without harming the environment,
To protect small-scale waste generators from high transportation costs,
To ensure that waste tracking is recorded in the national system (EÇBS).
3. Shipment Process (Step by Step)
Step 1 – Waste Identification
First, the waste type and waste code must be identified.
Every waste stream has a waste code defined in Annex IV of the Waste Management Regulation.
Examples:
14 06 03 → Waste solvents containing ethers
13 02 05 → Waste mineral oils
This code forms the basis of the shipment process.
Step 2 – Declaration via EÇBS
Log in to the Integrated Environmental Information System (EÇBS) and create a Waste Shipment Notification.
For shipments under 50 kg, businesses can log into their EÇBS account (or contact us for free assistance if they do not have one).
Go to Waste Shipment Operations > >ÖTL / Under 50 kg / Photo. >Waste and select the section for adding a waste transportation request.

Here, you enter:
Waste generator information,
Waste code,
Quantity,
Carrier and receiving facility information.
Step 3 – Transportation or Shipping
Waste must be delivered to licensed facilities approved by the Ministry of Environment, Urbanization and Climate Change, such as 4R Environment and Energy.
During transportation:
Appropriate labeling must be applied,
Leak-proof packaging must be used,
The transportation form (UATF) is approved digitally through EÇBS.

Step 4 — Delivery and Disposal
Waste can be shipped to licensed facilities by courier.
COMMUNIQUÉ ON THE TRANSPORTATION OF WASTE BY ROAD
Section 1
General Principles
As stipulated in Article 5(1), subparagraph (h):
h) Except for medical waste, wastes covered by this Communiqué that are transported in quantities of less than 50 kg per shipment are not required to be transported by a licensed vehicle. However, UATF is used to ensure that these wastes are properly recorded.

Once the waste reaches the licensed temporary storage or recovery facility, the facility confirms receipt in the system.
At this stage, your shipment process is officially completed.
4. Key Points to Consider
The 50 kg limit is evaluated separately for each waste type.
If you generate multiple waste types, each must be declared individually.
Even for “small quantities,” the temporary storage period must not exceed 180 days.
Transportation by unlicensed companies is strictly prohibited.
As of 2025, violations may result in administrative fines starting from
TRY 242,000 under Article 20 of the Environmental Law.
Waste packaging must be leak-proof and durable. If any leakage or spillage occurs during transportation, the waste generator is responsible.
